Notice of Public Hearings

 

The City of Orangeburg Planning Commission will hold Public Hearings on Thursday, November 17, 2022 at 6 p.m. at the City Gym, located at 410 Broughton Street.

1. Public Hearing: To consider an application for 100 percent annexation of property belonging to South Carolina State University Housing LLC, 100 University Village Drive, TMS# 0173-11-06-001.00 and 400 University Village Drive, TMS# 0173-08-16-004.000.

2. Public Hearing: Top consider a Zoning District Map change from A-1 Residential to A-2 Residential Multi-Unit property belonging to Guri Sandhu located at 1700 Hillsboro Road, TMS# 0174-17-089-003.000

3. Public Hearing: To consider a Zoning District Map change from A-1 Residential to Office-Institutional for property belonging to Phyllis Pelzer, located at 1090 St Matthews Road, TMS# 0713-05-05-001.000, property belonging to Harry Ken Floyd, Jr. located at 1070 St Matthews Road. TMS# 0173-05-05-015.000 and property belonging to Glenda Zeigler located at 1080 St Matthews Road, TMS# 0173-05-05-016.000.

4. Public Hearing: To consider an amendment to the City of Orangeburg Zoning Ordinance to modify and expand the definition and requirements of Article 24-4.1a.6.: B-2, Central Business District to provide greater flexibility and more opportunities to develop commercial and mixed uses in the downtown area. This includes changes to Articles V: Table I "Schedule of Permitted and Conditional Uses and Off-Street Parking by Zoning Districts" and Table II "Schedule of Lot Area, Yard, Setback, Height, Density, Floor Area Ration, and Impervious Surface Requirements by District", and Article X recommendations regarding Accessory Apartments, Drinking Places and Clubs, Temporary Uses, Group Occupied Dwellings, Bed and Breakfast Inns, Upper Story Dwellings, and Multi-Family and residential Care Facilities. The proposed amendments are considered to be consistent with the City of Orangeburg Comprehensive Plan and the City of Orangeburg Downtown Vision Plan.

Subject Properties: Description of all properties are available for public viewing at City Hall.

Additionally, Orangeburg City Council may hold first readings of the ordinances for the above purposes before the regular Council meeting on December 6, 2022, at 6 p.m. The Council may hold Public Hearings and second readings during the regular Council meeting on December 20, 2022 at 6 p.m. and may have third readings and adoption of said ordinance during the regular City Council meeting on January 3, 2023, at 6 p.m. at either the City Gym or City Council Chambers (site to be determined due to health concerns -- please call 803-533-6000 or check our website at www.orangeburg.sc.us for location) pursuant to SC Code 5-3-150 (3).

All persons who may be affected by the decisions resulting from these matters may appear for the purpose of expressing themselves. The meetings will be available for live public viewing on the City's Facebook account https://www.facebook.com/cityoforangeburg. Public comments can be made by emailing publiccomment@orangeburg.sc.us. Materials pertaining to these matters may be examined at City Hall, 979 Middleton Street.
